Whats that disney/ or not.. cartoon movie about a black haired girl.. and little people and a garden?

I cant remember much but that she has to help them and they are all nice but one is mean a girl, and the colors are all vibrant and the girl has long black hari/dark brown. its not the borrowers its not fern gully its an old not very popluar movie thanks:D
