Best customers for a small time marketing firm?

So I'm in the process of starting a business in Fort Collins, Colorado (small college town for those not familiar) that sells marketing services to small businesses at affordable rates; things like flyering, social networking, website creation, promotions, etc. I've had decent success in my town (colo. Springs), but moving up there, I have no clients, no word of mouth, etc. What kind of businesses should I target to have local reference ROI's that'll impress and grow more business?
