How is Edward Scissorhands considered as a Monster?

I was watching the movie "Edward Scissorhands" and everyone would call him a monster and all but how is he a monster for something that isn't his fault or the fact that he has scissors as hands? It's not like he chose to hand scissors as hands.. so why does everyone call him a monster?
