I don't have the guts to ask him out please help!?

There is this boy who is a year younger than me but I like him. But my friend is going out with him and a lot of my other friends like him. We sometimes talk but he is a boy and acts as if girls have cooties. I want to go out with him but I'm 99.9% sure he would say no. But I want to! PLEASE HELP!
