Giving away my 11 month old puppy.?

My mom wants to get rid of her because we can not really take care of her that much anymore, now that i'm in school again and my parents are getting a divorce. We keep her in half of the house because my younger brother is scared shitless of dogs for some reason. I think it is the right thing to give her away to a better home were she can have free roam, but it is really hard giving her away. My mom is thinking of giving her to the Humane Society? is that a good idea? We asked them if they would tell us if nobody is adopting her so we can take her back if they aren't. I am 15 years old by the way. So all i really want to know is the Humane Society an alright place to send her too?
